Components

2 · pass both

GOV.UK names multiple-choice questions and case-study questions; both parts must be passed.

Current SEG R1

60 questions · 120 min

The closed-book multiple-choice component is worth 60 marks and currently requires 42.

Current SEG R2

60 marks · 135 min

The open-book case study has a notional threshold of 30, but the threshold is set through awarding.

June 2026 R2

32-mark threshold

The examiner report records 32 for that series, demonstrating why 30 must remain a notional mark.

R1 response style

4 options · 1 answer

This is shown in the current official samples and NLTC specification.

Materials

R1 closed · R2 open

SEG permits a dictionary and calculator for R1 and permitted written materials for R2, subject to provider instructions.

Case question count

Not fixed publicly

The June 2026 paper had six numbered questions, but that is not a guaranteed future count.

Statutory scope

From movement facts to a compliant haulage decision

Anchor preparation in the statutory families, then practise turning current rules and movement facts into operating decisions.

1

1. Confirm your route and provider

Make sure you need Road Haulage rather than Passenger Transport and read current candidate instructions from a GOV.UK-listed awarding organisation.

2

2. Map the eight statutory families

Use Annex I A to H and SEG units 7678 to 7685 as the syllabus spine.

3

3. Practise applied haulage cases

Use invented scenarios to classify movements, apply current rules, show calculations and answer command verbs.

4

4. Refresh date-sensitive law

Before the sitting, check current limits, permits, customs procedures and permitted materials rather than relying on old notes.

Rule 1

Binding contracts, transport-contract terms, rights, obligations, enforcement and lawful conditions of carriage.

Rule 2

Identify the parties, offer, acceptance, consideration, capacity, legal purpose, agreed terms and incorporation evidence.

Exam cue: Identify the current jurisdiction, date and official source before relying on a threshold, permit, form or procedure.

Rule 3

Use the law and contractual terms applicable to the stated movement; a trade-association form is not automatically incorporated.

Exam cue: Identify the goods, vehicle, journey, legal entity, date, jurisdiction and current rule before deciding.

Common traps

Treating a quotation, booking instruction or standard form as a concluded and incorporated contract without checking the facts.

Prevention: Do not substitute a passenger rule, Driver CPC material, remembered threshold or old provider instruction for the current road-haulage source.

FAQ

Common Road Haulage Transport Manager CPC questions

Who uses the Road Haulage Transport Manager CPC?

It is the professional-competence qualification route for people who will continuously and effectively manage goods-vehicle operations under a standard operator licence. It can apply to HGV operations and to some international hire-or-reward LGV work.

Is this the same as the Passenger Transport Manager CPC?

No. Road haulage and road passenger transport are separate qualifications. GOV.UK says a person intending to manage both operation types must pass both.

Is it Driver CPC?

No. Transport Manager CPC concerns professional competence for managing the undertaking. Driver CPC concerns the professional qualification of drivers.

What is the common examination framework?

The legal floor is two compulsory written tests: written questions and written exercises or case studies, normally at least two hours each. GOV.UK summarises the current UK qualification as multiple-choice and case-study parts, both of which must be passed.

Does every approved provider use exactly the SEG structure?

Do not assume so. The two-part rule and statutory content are common, while the detailed R1 and R2 figures here are explicitly SEG's current public structure and are cross-checked against NLTC. The booked provider's current instructions control.

What does the current SEG R1 involve?

R1 is currently 60 questions in 120 minutes for 60 marks and requires 42. The current sample uses four options with one correct response. It is closed book; SEG permits a dictionary and a calculator under its current delivery instructions.

What does the current SEG R2 involve?

R2 provides a road-haulage scenario and asks candidates to apply knowledge through explanations, procedures, instructions, systems or policy analysis, calculations, tables or charts. It is 135 minutes and 60 marks, with permitted written materials under provider rules.

Is the R2 pass mark always 30?

No. SEG calls 30 a notional pass mark. Its June 2026 Chief Examiner report says R2 is set through the awarding process and records 32 for that series.

Will every case paper have six questions?

That is not published as a fixed rule. The June 2026 booklet happened to contain six numbered questions, but future papers may organise the 60 marks differently.

What are the eight statutory subject families?

Civil law, commercial law, social law, fiscal law, business and financial management, access to the market, technical standards and operational aspects, and road safety.

Which topics are particularly haulage-specific?

Goods claims and CMR; haulage invoicing and Incoterms; freight handling, logistics, customs and TIR; loading and combined transport; and procedures for dangerous goods, waste, perishable foodstuffs and live animals.

Can I bring books into the assessment?

Under current SEG rules R1 is closed book while R2 permits approved written materials. A dictionary and calculator are also permitted as described by SEG. The booked provider's latest candidate instructions are authoritative.

Do I need a driving licence or a minimum age?

GOV.UK says no driving licence is required and the exam can be taken at any age. Provider registration rules can differ, and regulators are highly unlikely to approve an under-18 person as an appropriate transport manager.

Does the certificate expire?

It is generally a lifetime qualification, but a transport manager must remain of good repute and keep professional knowledge current. Traffic commissioners can ask for evidence of CPD or require refresher training.

Is a UK CPC automatically accepted throughout the EU?

No. SEG's current syllabus notes that automatic EU-wide recognition of UK International CPCs ended after 31 January 2021. The rules of the country where an undertaking is established must be checked.

Does one regulatory guide apply identically across the UK?

No. The qualification route is UK-wide, but the cited goods-vehicle operator-licensing guide is for Great Britain. Northern Ireland administration and local rules must be checked separately.

Why are no subject weights shown?

Current official sources do not publish a subject-by-subject live question or mark distribution across the eight families. The planned 601-item allocation is an internal Pass Harbor content plan, not an official weighting.

Why is full-mock mode disabled?

The qualification includes separately administered extended written case work, open-book conditions and an awarding process. A generic in-app quiz cannot honestly reproduce the full current assessment.
