How to use this guide
How to prepare for supervisor assessment
Build the technical knowledge needed to judge work, then rehearse the supervisor evidence loop: review, observe, compare, intervene, record and verify.
1. Confirm scope and authority
Identify the work nation, road, activity, certificate coverage, applicable code, appointment and limits of authority.
2. Review plans and controls
Check risk assessment, method, permits, utility information, layout, construction, materials, plant and hold points.
3. Observe real evidence
Watch the work at the right stage, inspect documents and measurements and distinguish evidence from assumption.
4. Compare with the requirement
Apply the correct national code, design, method and site condition to decide whether work conforms.
5. Intervene and escalate
Recognise good and poor practice, stop unsafe or nonconforming work and require proportionate authorised correction.
6. Record, recheck and close
Record the finding, evidence, owner and action; verify the correction before releasing the stage or reopening.

Plans, Records and Work-area Reconciliation
Check that current utility information, visible evidence and the planned excavation are reconciled before reliance.
Key rules
Rule 1
Plans indicate likely route and apparatus but do not prove exact line or depth.
Exam cue: Confirm plan date, scale, symbols and asset-owner coverage.
Rule 2
The work area must include access, proposed excavation, tolerance zones and changing site conditions.
Exam cue: Walk the site before selecting the locating method.
Rule 3
Missing, conflicting or stale information requires clarification and additional control.
Exam cue: Record uncertainty and stop points in the briefing.
Common traps
Treating a plan line as a surveyed position.
Prevention: Do not treat a card, checklist or previous site as proof that the current work complies; inspect the evidence and close every defect.
Ignoring private or abandoned apparatus.
Prevention: Do not treat a card, checklist or previous site as proof that the current work complies; inspect the evidence and close every defect.
Limiting the survey to the trench centreline.
Prevention: Do not treat a card, checklist or previous site as proof that the current work complies; inspect the evidence and close every defect.

FAQ
Common Street Works Supervisor questions
Who sets, awards and registers Street Works supervisor certificates?
The tracker uses Street Works UK as its catalogue issuer label, but the roles are divided. HAUC UK maintains the common standards and assessment documents. An approved awarding organisation certificates candidates through an approved assessment centre. SWQR maintains the register and issues cards. Street Works UK is an industry association and explicitly says it is not responsible for the card process.
What are the current supervisor units?
They are LA Location and avoidance of underground apparatus, S1 Monitoring signing, lighting and guarding, S2 Monitoring excavation, S3 Monitoring backfill, S4 Monitoring non-bituminous sub-base and base, S5 Monitoring bituminous materials, S6 Monitoring concrete slabs and S7 Monitoring modular surfaces and concrete footways. LA is shared with the operative route; S1–S7 are supervisor certificates.
Why does S5 include both hot- and cold-lay work?
The current supervisor structure has one S5 certificate for monitoring reinstatement in bituminous materials. Lantra's current outcomes explicitly include hot- and cold-lay selection and construction. The operative route has separate O5 cold-lay and O6 hot-lay certificates, but that split must not be imported into this supervisor slug.
Does a supervisor need every S-certificate?
No. In the England and Scotland individual-certificate route, LA and S1 are key certificates and the supervisor adds the S2–S7 certificates relevant to the activities monitored. Key certificates must remain valid for the related non-key certificates to be valid.
How do Wales and Northern Ireland Group Awards work?
SWQR lists five supervisor Group Awards: monitor excavation; monitor excavation, backfill and construction layers; monitor hot- and cold-lay bituminous reinstatement; monitor concrete slabs; and monitor modular surfaces and concrete footways. Candidates complete every component in the chosen award. The current SWQR page prints SA in the construction-layers combination, but its own unit list and Lantra v4 show the shared key unit is LA; there is no current SA supervisor unit.
Must the qualified supervisor remain on one site all day?
Department for Transport qualification guidance says the supervisor is not required to be on every site at all times and may supervise more than one site. That does not permit remote supervision in name only. The undertaker must provide effective qualified supervision, and a licence, permit, contract, authority or work method may impose stricter presence, availability, inspection or response requirements.
Does a supervisor card qualify me to work as an operative?
No. Monitoring competence and operative performance are separately assessed. A person carrying out and supervising work needs both appropriate sets. During assessment, evidence cannot be reused in a way that avoids demonstrating every task and monitoring outcome independently.
What must I pass for an initial supervisor certificate?
The current HAUC UK strategy requires knowledge-based and practical assessment against all outcomes for each certificate claimed. Knowledge examinations are invigilated at an approved centre. Practical monitoring is assessed by a qualified occupationally competent assessor. Passing only the knowledge paper does not award the initial certificate.
What counts as supervisor practical evidence?
Current Lantra guidance requires performance evidence plus underpinning knowledge. The candidate watches street works operations, records monitoring activities and results, identifies good and poor practice and confirms appropriate remedial action. Observation can use a compliant real or simulated site, but the judgement must be the candidate's own and video evidence is not permitted.
Can supervisor practical assessment take place on a live site?
Only within the current HAUC UK limits. Live-workplace practical assessment is permitted for S1, S5 and S6 and their named operative equivalents when all outcomes and resources can be covered and the centre follows its awarding organisation process. Other supervisor practical evidence uses a compliant approved assessment location or realistic simulation.
Is every knowledge paper 20 questions in 45 minutes?
Do not assume so without checking the awarding organisation. Lantra STWQ01QS v4 publishes 20 four-option single-answer questions, an 80% pass mark and 45 minutes per paper, with designated reference documents permitted. City & Guilds currently delivers 6167 knowledge tests online through e-volve. The public HAUC strategy does not publish one universal count and platform for every organisation.
Is the knowledge assessment open book?
Lantra's current initial specification allows the appropriate designated documents. That is not permission to use unrestricted notes, phones or arbitrary resources. Follow the exact document, edition, platform and examination instructions issued by the approved centre and awarding organisation.
Is training compulsory and how long does it take?
Assessment is compulsory; a fixed training course is not. Training may be offered before assessment. Duration depends on the certificates, prior readiness and centre programme; SWQR gives a broad one-to-five-day range for combinations rather than one national supervisor-course duration.
Can assessment be taken in another language?
The current HAUC UK strategy says assessment materials, supporting documents and site communication are in English for safety reasons and interpreters are not permitted. Welsh centres must consider Welsh Language Act requirements in course delivery. Reasonable adjustments must not change the competence or knowledge assessed.
How long do certificates and cards last?
Certificates last five years. England and Scotland cards show individual certificate expiry dates and no single overall card expiry; LA or S1 expiry affects linked S-certificates. Wales and Northern Ireland Group Award cards use an overall expiry structure. There is no grace period for acting as a qualified supervisor after the relevant certificate expires.
Which safety and reinstatement code should a supervisor use?
Use the current code for the work location. The Safety at Street Works and Road Works Code applies within its stated road scope. England uses SROH fourth edition with current addenda; Scotland uses SROR fifth edition for relevant new reinstatements; Wales and Northern Ireland retain separately approved specifications. Do not transfer layer rules, materials or tolerances across borders without checking.
Does an SWQR supervisor card grant permission to open the street?
No. It records registered certificates. The undertaker or licensee still needs the applicable statutory right, licence, notice, permit and authority coordination. The card does not replace appointment, employer competence checks, site-specific risk assessment, inspection plans, testing, records or high-speed traffic-management competence.
Why is full mock mode disabled?
There is no single full supervisor exam. Candidates select certificates, each with knowledge outcomes and mandatory practical monitoring evidence. A static multiple-choice mock cannot reproduce observing operatives, recording findings, recognising poor practice, directing correction or verifying physical results under controlled assessment conditions.
