Choose an assessment centre approved by a current SWQR-listed awarding organisation. Confirm the country of registration, initial versus reassessment route, exact LA/O-unit or Group Award combination, practical site and resources, knowledge platform, permitted documents, English-language and reasonable-adjustment arrangements, identification, retake policy, certification and SWQR application. Do not buy a generic 'full NRSWA course' without a written list of the certificates and national code being assessed.

Common Street Works Operative questions
Who owns, awards and registers Street Works qualifications?
The tracker uses Street Works UK as its catalogue issuer label, but the roles are divided. HAUC UK maintains the assessment standards and common assessment documents. An approved awarding organisation certificates candidates through an approved assessment centre. SWQR maintains the UK register and issues the card. Street Works UK is an industry association and explicitly says it is not responsible for the card process.
What are the current operative units?
They are LA Location and avoidance of underground apparatus, O1 Signing, lighting and guarding, O2 Excavation, O3 Backfill, O4 Non-bituminous sub-base and base, O5 Cold-lay bituminous, O6 Hot-lay bituminous, O7 Concrete slabs and O8 Modular surfaces and concrete footways. LA is shared with supervisors; O1–O8 are operative certificates.
Do all operatives need every O-unit?
No. In the England and Scotland individual-unit structure, LA and O1 are key certificates and the operative adds the O2–O8 certificates relevant to the activities carried out. The law requires appropriate qualification coverage on site; it does not require one person to hold every operative certificate.
How do Wales and Northern Ireland differ?
SWQR currently registers Wales and Northern Ireland through Group Awards. Each award contains all specified component units, such as LA, O1 and O2 for the excavation award or LA, O1, O2, O3, O4 and O5 for the cold-lay excavation and reinstatement award. This guide still maps the same nine underlying operative units so the UK slug remains coherent.
What must I pass for an initial certificate?
The current HAUC UK Assessment Strategy requires practical and knowledge-based assessment against all outcomes for every certificate claimed. Practical competence is observed by a qualified occupationally competent assessor and may include verbal questioning. The knowledge examination is invigilated at an approved centre. Both sides matter; a knowledge pass alone is not the operative certificate.
Is every knowledge paper 20 questions in 45 minutes?
Do not assume so without checking the awarding organisation. Current Lantra STWQ01QS v4 publishes 20 four-option single-answer questions, an 80% pass mark and 45 minutes for each assessment paper, with the designated reference documents permitted. City & Guilds currently delivers 6167 knowledge tests online. The public HAUC strategy does not state one universal public count and platform for every approved organisation.
Is the knowledge assessment open book?
Lantra's current initial specification allows the appropriate documents listed for the assessment. That is not permission to use unrestricted notes, phones or any document the candidate chooses. Follow the exact reference, platform and examination instructions issued by the approved centre and awarding organisation.
Can the practical assessment be completed on a live site?
Only within the current HAUC UK strategy. Live-workplace practical assessment is permitted for O1, O6 and O7 and named supervisor equivalents when every outcome and resource requirement can be covered and the centre follows its awarding organisation process. Other operative practical assessment uses a compliant approved location or simulation. Video evidence is not a substitute under the current Lantra specification.
Is training compulsory and how long is the course?
Assessment is compulsory; a fixed training course is not. SWQR says candidates complete the initial assessments they need at an approved centre, and training may be offered. Duration depends on the units, prior readiness and centre programme; SWQR gives a broad one-to-five-day range for training and assessment combinations rather than one national full-course duration.
Can the qualification assessment be taken in another language?
The current HAUC UK strategy says assessment materials, supporting documents and site communication are in English for safety reasons and interpreters are not permitted. It also states that Welsh centres must consider Welsh Language Act requirements in course delivery. Confirm reasonable-adjustment arrangements with the awarding organisation without changing the competence or knowledge being assessed.
How long do certificates and the SWQR card last?
Certificates last five years. In England and Scotland the card lists individual certificate expiry dates and has no single overall expiry; key certificates affect whether other units can be relied on. Wales and Northern Ireland Group Award cards use an overall expiry structure. There is no entitlement to continue as a qualified operative after the relevant certificate has expired.
Does a supervisor card cover operative work?
No. Supervisor S-certificates assess monitoring activities and do not replace the operative certificates needed to carry out work. A person who works as both operative and supervisor needs both appropriate sets. This slug excludes S1–S7 content and keeps it for the separate supervisor module.
Does an SWQR card grant permission to open the street?
No. It records the certificates registered for the holder. The undertaker, contractor or licensee still needs the applicable statutory right, licence, notice, permit, traffic-management approval and authority coordination. The card also does not replace employer confirmation of task competence or site-specific controls.
Which signing, lighting and guarding code applies?
The current 2013 Safety at Street Works and Road Works Code is the core operative reference for roads within its stated scope, with national or local supplements where applicable. It excludes motorways and dual carriageways with a speed limit of 50 mph or more. Work outside the code's scope needs the appropriate designed temporary traffic-management standard and authorisation.
Which reinstatement specification should I learn?
Learn the principles and then use the specification for the work nation. England currently uses SROH fourth edition with current addenda. Scotland uses SROR fifth edition for new reinstatements completed from October 2023. Wales and Northern Ireland retain separately approved specifications. Material classes, layer designs, tolerances, guarantee rules and terminology must not be copied across borders without checking.
Are utility plans and colour coding enough for LA?
No. HSE HSG47 uses a three-part system: plan the work, locate and identify services, then excavate safely. Plans indicate rather than prove position, and Street Works UK warns that legacy apparatus may not follow current positioning or colour guidance. Use suitable locating equipment, repeat scans, careful trial holes and asset-owner escalation.
Does passing O1 allow work on every road?
No. O1 demonstrates the assessed competence, but the chosen layout must be within the applicable code, the road category and the person's employer authorisation. High-speed and motorway environments require other temporary traffic-management arrangements and competence. Portable signals, closures and deviations may also need authority approval.
Why is full mock mode disabled?
There is no single full operative exam. Candidates select certificate units, each with its own knowledge outcomes and mandatory practical evidence. A static multiple-choice mock cannot reproduce observed locating, layout, excavation, compaction, materials, jointing or surface-finish performance, nor the awarding organisation's controlled reference documents and platform.
