How to prepare for a Boatmasters' Licence

Use the actual area, vessel and operation to select the route, build Annex 8 or 9 underpinning knowledge, complete the required records and training, and rehearse practical handling on the relevant vessel.

Core concepts

Concept 1

An LKE is additional to Tier 1 where local traffic, tides, physical hazards or lack of suitable charts demand knowledge beyond the generic licence.

Exam cue: Use the current harbour or navigation authority rules, notices, charts and directions for the exact licensed reach.

Concept 2

MSN 1853 currently identifies Bristol, Caernarfon and Menai Strait, Dee, Dover, Fowey, Gloucester, Medway, Padstow, Liverpool, London, Portsmouth, Isles of Scilly and Teignmouth areas.

Exam cue: Learn reporting points, communications, traffic patterns, depths, tides, hazards, emergency berths and abort routes.

Concept 3

Tier 2 has no separate LKE because the relevant local knowledge is examined as part of the specified-area licence.

Exam cue: Check whether a PEC covers only part of an LKE area or a restricted operation.

Risk pitfalls and guardrails

Memorising historic limits without checking current local directions.

Guardrail: Do not treat the aggregate 601-item study allocation as an official MCA paper or assume knowledge study replaces service, records, medical fitness, safety training or practical handling.

Assuming a national Tier 1 licence automatically authorises every named LKE area.

Guardrail: Do not treat the aggregate 601-item study allocation as an official MCA paper or assume knowledge study replaces service, records, medical fitness, safety training or practical handling.

Treating a PEC as permission outside its stated limits and conditions.

Guardrail: Do not treat the aggregate 601-item study allocation as an official MCA paper or assume knowledge study replaces service, records, medical fitness, safety training or practical handling.

Memory anchors

Four LKE Triggers

Traffic density, complex tides, physical hazards and inadequate charts can justify an LKE.

Local Sources

Use current byelaws, directions, notices, charts and harbour information.

Route Detail

Limits, depths, streams, reporting, traffic and escape options define local competence.

Tier 1 Endorsement

A formal LKE is added to the Tier 1 generic licence.

Tier 2 Integrated

Tier 2 area knowledge is examined and printed within the restricted licence.

Checkpoint rule

Do the check-up only after you can summarize each concept in one sentence and identify one dangerous pitfall from memory.

Knowledge Check (after reading)

Short check-up to confirm understanding of this module.

Check-up Questions

1-2 question checkpoint

What does local knowledge add to generic Boatmaster knowledge?

Why can two reaches of one river require different local preparation?
