The FCA Principles for Businesses, outcomes-based regulation, corporate culture and leadership, SM&CR responsibility, integrity, competence and conflicts.
How to prepare for R01
Study to the edition covering your exam date, learn the regulator and rule boundaries, then practise applying them to advice and ethics scenarios.
Core concepts
Concept 1
The Principles for Businesses and outcomes-based requirements set high-level expectations that operate with detailed rules and require firms to evidence fair customer and market outcomes.
Exam cue: Identify the applicable principle, the affected stakeholder and the outcome produced by the firm's systems or behaviour.
Concept 2
Purpose, leadership, governance, incentives, psychological safety, controls and response to challenge shape culture and can either prevent or normalise misconduct.
Exam cue: Look past a written policy to leadership signals, incentives, escalation and actual decisions.
Concept 3
SM&CR and conduct rules place responsibility on senior managers, certified staff and other conduct-rules staff; accountability cannot be displaced by vague collective ownership.
Exam cue: Name the accountable role, reasonable steps, conflict and evidence rather than assuming responsibility belongs only to compliance.
Risk pitfalls and guardrails
Treating high-level principles as optional when a detailed rule is absent.
Guardrail: Do not mix annual tax bases, regulator roles, redress schemes, legal capacities or minimum compliance with an ethical outcome.
Judging culture solely from statements instead of incentives and observed behaviour.
Guardrail: Do not mix annual tax bases, regulator roles, redress schemes, legal capacities or minimum compliance with an ethical outcome.
Assuming delegation removes a senior manager's accountability or that disclosure automatically resolves a conflict.
Guardrail: Do not mix annual tax bases, regulator roles, redress schemes, legal capacities or minimum compliance with an ethical outcome.
Memory anchors
Principles Plus Rules
High-level principles and detailed rules operate together rather than as alternatives.
Outcome Evidence
Firms need evidence that products, support, communications and governance deliver the intended outcomes.
Culture Signals
Purpose, leadership, incentives, challenge and consequences show what behaviour a firm really values.
Reasonable Steps
Senior managers should define, oversee, challenge and evidence reasonable steps within their responsibilities.
Competence and Integrity
Capability and honest conduct are both necessary for accountable professional performance.
Conflicts Managed
Identify, prevent or manage and disclose conflicts as the applicable framework requires; disclosure alone may be insufficient.
Checkpoint rule
Do the check-up only after you can summarize each concept in one sentence and identify one dangerous pitfall from memory.
