Concept 1
Licensing authorities administer the Licensing Act 2003 locally, maintain registers and determine applications, variations, reviews and related notices.
Exam cue: First identify whether the decision concerns a person, premises, club or temporary event.
Concept 2
A statement of licensing policy explains how the authority intends to exercise its functions while promoting the licensing objectives and considering local evidence.
