How to study for the APLH assessment
Build the licensing structure first, then practise separating people, premises, permissions, duties, offences, exceptions and authority powers.
Core concepts
Concept 1
The four objectives are prevention of crime and disorder, public safety, prevention of public nuisance and protection of children from harm.
Exam cue: Map each proposed control to the specific licensing objective it promotes.
Concept 2
An operating schedule describes the proposed licensable activities, timings and steps the applicant will take to promote the objectives.
Exam cue: Distinguish a volunteered operating-schedule measure from a condition later imposed after representations.
Concept 3
Licence holders, responsible authorities, local communities and Community Safety Partnerships may share information and coordinate proportionate prevention.
Exam cue: Prefer targeted partnership action supported by evidence over blanket action unrelated to the premises risk.
