Risk and Issue Management
PMQ objective 23: manage uncertainty and present problems through proportionate processes, responses, contingency and governance.
How to study for APM PMQ
Build precise APM terminology, compare approaches in context and practise short, structured scenario explanations using the command verb and mark value as a guide.
Core concepts
Concept 1
Risk management helps the project understand uncertainty, make informed trade-offs, pursue opportunities and plan contingency before uncertain events occur.
Exam cue: First decide whether the event is uncertain or has already happened.
Concept 2
A risk process identifies, assesses, plans responses, assigns owners, implements action and monitors change; an issue process records, assesses, escalates, resolves and closes present problems.
Exam cue: Match the response to threat or opportunity and identify the accountable owner and escalation threshold.
Concept 3
Linear and iterative projects apply the same principles but may differ in horizon, cadence, ownership and integration with planning.
Concept 4
Threat responses include avoid, reduce, transfer and accept; opportunity responses include exploit, enhance, share and reject.
Concept 5
Governance establishes risk appetite, thresholds, escalation, authority, reporting and assurance for risks and issues.
Risk pitfalls and guardrails
Keeping current problems on a risk register instead of actively resolving them as issues.
Guardrail: Do not offer a generic project-management statement; connect the concept to the evidence, authority and consequence in the scenario.
Naming a response without actions, ownership, contingency or governance approval.
Guardrail: Do not offer a generic project-management statement; connect the concept to the evidence, authority and consequence in the scenario.

Checkpoint rule
Do the check-up only after you can summarize each concept in one sentence and identify one dangerous pitfall from memory.
