Concept 1
Urgency priority applies to a very urgent message concerning the safety of a vessel or person without the grave and imminent danger required for Mayday.
Exam cue: Explain why the situation is urgent but not yet distress.
Concept 2
For an all-ships urgency announcement, select urgency priority and a suitable voice channel, then make the Pan-Pan announcement and message by voice.
Exam cue: State addressee, vessel identity, position, problem and assistance or advice required.
Concept 3
If the situation deteriorates to grave and imminent danger, upgrade to distress without waiting for the urgency exchange to fail.
