Roles, Accountability and Cooperation
Employer, manager, worker, contractor and specialist responsibilities, plus coordination where work is shared.
How to prepare for Managing Safely
Move from management ownership to a specific workplace risk assessment, proportionate control, investigation and evidence-led improvement.
Core concepts
Concept 1
The employer retains overarching duties while managers carry responsibilities attached to their authority and decisions.
Exam cue: Identify who controls the workplace, task, people and resources.
Concept 2
Workers must take reasonable care and cooperate, but worker duties do not remove employer responsibilities.
Exam cue: Separate an advisory role from the person authorised to make or enforce the decision.
Concept 3
Contractor appointment requires competent selection, information, coordination and monitoring.
Risk pitfalls and guardrails
Assuming a contractor carries every responsibility after appointment.
Guardrail: Do not replace a design, engineering or organisational control with paperwork, a warning or PPE alone.
Blaming a worker without examining management and system conditions.
Guardrail: Treat exact counts, marks and deadlines as provider-controlled unless they appear in current public IOSH material.
