How to study for the APLH assessment
Build the licensing structure first, then practise separating people, premises, permissions, duties, offences, exceptions and authority powers.
Core concepts
Concept 1
A premises licence authorises specified licensable activities at identified premises, subject to times, plans, mandatory conditions and any lawful conditions consistent with the operating schedule or hearing decision.
Exam cue: Compare the actual activity, location and time with the authorisation before deciding that it is permitted.
Concept 2
The main licensable activities are retail sale of alcohol, club supply of alcohol, regulated entertainment and late-night refreshment.
Exam cue: Decide whether a proposed change could adversely affect the licensing objectives before choosing a minor-variation route.
Concept 3
Material changes may require a full or minor variation, while a review can lead to modified conditions, exclusion of an activity, removal of a DPS, suspension or revocation where appropriate.
Exam cue: For enforcement scenarios, distinguish breach of a condition from carrying on an entirely unauthorised licensable activity.
