Core concepts
Concept 1
It is generally unlawful to sell alcohol to an under-18, for an under-18 to buy or attempt to buy it, or for an adult to buy it on behalf of an under-18.
Exam cue: Separate buying, consuming, serving and merely being present because each has different rules and exceptions.
Concept 2
An accompanied 16- or 17-year-old may consume beer, wine or cider with a table meal but may not buy the alcohol; premises conditions may impose tighter controls.
Exam cue: For the table-meal exception, check age, adult accompaniment, drink type, meal and place of consumption.
Concept 3
Sales by staff under 18 normally require specific approval by a responsible person, subject to the table-meal service exception, and the premises must operate an effective age-verification policy.
Exam cue: A Challenge 21 or Challenge 25 policy is a risk-control method; the mandatory minimum focuses on anyone who appears under 18.
