Project Management Planning, Business Case and Benefits
PFQ learning objective 4: connect deployment baselines, management plans, business cases, stakeholder engagement, benefits, estimating, success criteria and progress reporting.
How to study for APM PFQ
Learn precise APM terminology, then practise distinguishing adjacent roles, artefacts, processes and life-cycle choices in the exam's concise four-option format.
Core concepts
Concept 1
A deployment baseline is the approved reference for the scope, schedule, resources, cost, risk and other controls against which delivery is monitored.
Exam cue: Separate the reference used to control delivery from the document that justifies investment.
Concept 2
A linear baseline is normally established for the defined deployment plan, while iterative work baselines a release or timebox and manages detail progressively.
Exam cue: For an estimate, ask whether it comes from detailed decomposition, comparison with history or a statistical rate.
Concept 3
A project management plan serves the sponsor, governance, project manager, team, assurance functions and other stakeholders who need an agreed delivery and control approach.
Exam cue: When roles are tested, keep sponsor ownership and project-manager development responsibilities distinct.
Concept 4
A business case explains why the project should proceed by comparing options and setting out expected benefits, costs, timescales, risks and continuing justification.
Concept 5
The sponsor owns and approves the business case; the project manager develops and maintains the delivery evidence, estimates and forecasts that support it.
Concept 6
Stakeholder analysis identifies interests, influence, impact and communication needs so engagement can be planned rather than improvised.
Concept 7
Benefits management identifies, defines, plans, tracks and supports realisation of beneficial change from outputs and outcomes.
Concept 8
Analytical estimating builds from detailed work, analogous estimating compares with similar previous work and parametric estimating applies a measurable rate or relationship.
Concept 9
The estimating funnel shows uncertainty narrowing as the project gains information and estimates become more precise.
Concept 10
Success criteria translate intended value into agreed measures that guide early choices, control and handover acceptance.
Concept 11
Progress reporting gives decision-makers a reliable comparison of actual and forecast performance against the approved plan and business case.
Risk pitfalls and guardrails
Freezing all iterative detail at the start and calling that the only valid baseline.
Guardrail: Do not choose an option merely because it is true in project management; confirm that it answers the exact role, process, artefact, stage or relationship asked.
Treating the business case as a one-time approval document that is never revisited.
Guardrail: Do not choose an option merely because it is true in project management; confirm that it answers the exact role, process, artefact, stage or relationship asked.
Reporting activity completed without explaining variance, forecast impact or decisions needed.
Guardrail: Do not choose an option merely because it is true in project management; confirm that it answers the exact role, process, artefact, stage or relationship asked.
Memory anchors
Deployment baseline
The approved delivery reference against which project performance is monitored and controlled.
Business case
The continuing justification for the preferred project option, balancing benefits, costs, time and risk.
Sponsor and business case
The sponsor owns and champions the business case and its continuing viability.
Stakeholder analysis
Maps interest, influence, impact and communication needs to shape engagement.
Benefits management
Identifies, defines, plans, tracks and supports realisation of benefits.
Three estimating methods
Analytical builds up detail, analogous compares history and parametric applies a rate or relationship.
Estimating funnel
Estimate ranges narrow as uncertainty falls and better information becomes available.
Progress reporting
Compares actual and forecast performance with the approved plan so decisions can be made.
Checkpoint rule
Do the check-up only after you can summarize each concept in one sentence and identify one dangerous pitfall from memory.
